My Graduation is not completed, Can I apply for CSS?

Aoa,
I have been preparing for CSS for 3 months with full determination and dedication. Today i saw the advert of CSS 2017, in which 31st october is the last date for registration of CSS. The problem with me is, I gave exams of BA in april 2016 but due to some unfortunate issues I did not attemp 2 optional exams of BA and i planned to attempt them in supplementary exams which is gonna held in November and the result of Supplementary will announce in january(I Think).. The question is Can i apply/register for CSS and give exams?
I am very worried because i am working really hard..
Someone told me that educational documents can b submitted before the exams or during the exams or even after the exams? Is this true?
Please senior members guide me, i am very tensed. Allah will give you Jazaiy Khair..

Sorry to say that, you can't apply this year. Graduation is must and fpsc will needs your documents along the hard copy of application form .. No need to worry just carry on your struggle till next attempt.,,

According to FPSC revised rules for this year.
In the "Education" portion it is mentioned as a note that one can apply for the exam even if he has not obtained a degree yet but has cleared the exam before the cut-off date i.e 31st Dec 2016.
However one will be required to produce a certificate from the duly authorized officer(Controller of Examination etc) that the candidate has cleared the said exam on or before the cut-off date and fulfilled all the requirements of the said degree.
