CE-2017 Allocation Query
 
CE-2017 ALLOCATION ISSUE

So I have been following different threads on various platforms about the allocations of CE-2017 candidates but still am unable to find any satisfactory justification.
The fact that the non-recommended candidates are not the ones with lower merits, rather appear randomly in the final result is difficult to understand
The people who are justifying by saying that it is because of Punjab quota being fulfilled. Please answer how Merit no.126, a Male Candidate from Punjab did not get allocated to any group, and another male candidate from Punjab bearing Merit no. 130 got allocated? There are various examples like this. and for every province.
Those who are saying that it may be because of character verification issues e.t.c. They are requested to read Note 3 (ii) at the end of the final result.
which means that even the recommended candidates have to go through character verification after this.

So is there any logical explanation regarding this issue?
That why around 50 candidates are not recommended for service regardless of seats being available. and why are they selected at random? What are the basis of them being not recommended?

It is just conjecture but maybe some of those who were not allocated are already serving CSPs or PCS officers and did not get high enough merit to be able to change their service group to their preference. Some others may have been not recommended due to psychological reasons.

Suppose a candidate selects only five preferences for occupational groups/services (say PAS, PSP, FSP, PAAS and IRS). Suppose his merit No. is 90 and the last candidate to be allocated to any of his four preferred choices is at merit no. 85. Then he will not be allocated irrespective of availability of seats for other groups/services. Similarly candidates repeating to improve/change group/service usually do not select all preferences. Therefore, the seats might remain vacant in case they are unable to get allocated to their desired groups.

that means if you want bureaucracy in any occupational group enlist all groups in the form so as to keep yourself at safe side
