Its entirely ur own decision as per your own conviction and satisfaction. If you feel yourself okay with Ph.D thn go for it and thn try ur luck for css, and if you feel you can have contentment while remaining a csp thn go for css.

You have chances upto 2015, it means your last chance will be in 2015 and u can appear at least in 2013, 2014 and thn 2015 .... Thn you can try to go for css and Ph.d simultaneously, but it will also depend upon your subject/research work of Ph.D! as some are easy to cope with whereas other subjects use to be tricky demanding lot of time and energies...

You can also pursue ur Ph.D after becoming a csp!

Definitely PhD. Because a Dr is respected, has a peaceful and still elite routine and in most of the cases never retires.

Dear after reading suggestions given by different members, I suggest u to go only for CSS at this time. As after induction in Civil Service u will have lot of opportunities to go abroad for studying abroad. U should become part of policy making process, where u can serve the interest of country in a better way.
Otherwise by doing PhD, u can earn more than civil service. If u become officer and helpful in giving relief to poor people, it will be a better than earning money.
U can do PhD at any time. But CSS ka time hath say nikal giya to kabi wapis nai ata.
Aur ye Do kashtion kay sawar manzal per nai poonchtay.

So decision is ur. In my view, plan ur notes and try to get allocation in any superior group.

Best of Luck
