Originally ,it was also proposed ,when reforms were announced, that NEC ,national executive council would be established ,but they shelved the idea latter due to pressure from PAS. secondly, the whole reform issue is part of the 18th amendment.So it might get debated in parliament. I am not sure though,so finger crossed.

18th amendment has nothing to do with civil service reform. It is the brainchild of this federal government and subsequent step of the syllabus reform already made.

No it was the the brain child of United Nation Development Fund ,and by the way ,the age limit issue was raised from senate.

Why is PAS against NEC? Some officers leave government service to pursue other endeavors such as business. Those seats could be filled by experienced persons from the private sector. I think NEC was a good idea.

Because there was a pressure from the most powerful group, Pakistan Administrative Services.That is why i disagree with these reforms,when it comes to real change the reforms does not address that.Just increasing age to 30 years and increasing minimum qualification by two years will not improve our governance.

The increase in the educational requirement as well as age limit are not the only proposed reforms. Along with these, Mr. Ahsan Iqbal is hoping to introduce a Key Performance Indicators type system for deciding promotions of Civil Service, in line with modern Human Resource Management practices. Existing government employees will be made to sign entirely new contracts.

The old system of deciding "seniority" at the time of induction into any service group, and subsequently the more senior persons being preferred for promotion, regardless of their job performance, will be a thing of the past. These are real, and significant changes which will improve the performance of the bureaucracy. I fully support implementing this reform plan for CSS 2017.

Can anyone confirm about the implementation of this new rule from some personal sources? Because i phoned planing commission and they said we are still not sure about it, we are trying but its not confirmed.
