yes you need to get departmental permission certificate issued by appointing authority. If you are in BPS-09 or BPS-14 then it will be issued by DEO and if you are in BPS- 16 then it will be issued by EDO.

Dear apply to the Principal for DPC and he shall forward it to DD for approval. You shall be given a diary number. And when it returns to your college you will get it. Forward your application now and send DPC later when demanded by fpsc.

if you get it in short time then attach it with the form. Otherwise send the form without DPC and send it later to FPSC.

I have been working in Government department since 2005. Do i need to get DPC? if yes, then, who will give the permission. Grade 18,19, or above?
My second question is, during my employment I was a regular student; I just managed the both studies and job. Is there any problem with this Job and study simultaneously? would only DPC serve the purpose? Please answer my questions.

your appointing authority will give the departmental permission certificate.

There is no problem with study and job simultaneously.
