Default New CSS rules?

Hello,

A friend of mine was telling me that according to a new rule in CSS, if a candidate fails (that is get below 33%) in an OPTIONAL subject, he/she too shall fail the written component of CSS, just like failing a compulsory subject?
Is this true?

yes it is true, examples are there in last year result a candidate having around 700 marks but failed in one optional scoring 27 marks was declared fail..
