stammer is not categorically declared as disabled person in Regulations for the Physical Examination of CSS. As per rules a candidate should be in good mental and bodily health and free from any defect which may interfere in discharge of his/her duties. CE 2014 will be your last chance. You can appear in CE 2015 and 2016 with age relaxation.
