ELIGIBILITY: Both male and female including disabled persons having at least 2nd Division Bachelor’s Degree between the ages of 21 to 30 years as on 31st December, 2016 (i.e. a candidate born on or before 31st December 1986 and on or after 2nd January, 1996 will not be eligible). The upper age limit may be relaxed by two years in the categories mentioned in rule-3 provided with the application form.

Xeric don't you think you have mentioned "on and before" and "on and after" wrongly? as to me it should be for example for 2015 (i.e. a candidate born on or before 2nd January, 1994 and on or after 31st December 1986 will not be eligible). Same goes for the rest of the years too.

I was born on 3- April -1994. It is a certified date. When will I be able to take exams of CSS?

You will be eligible from 2015 onwards. So, you can sit in 2015 Exam if the cut of date remains the same.
