kindly tell me which among the following subjects is a safer pick for CE 17:

- Town Planning
- Public Administration or
- History of USA.

I am not a css guru yet i can guide you.
Opt u.s history if you have opted I.R. Otherwise leave it.
Opt public administration if pol. Science is among on your optionals.
Opt town planning if you have interest in it.

Why opt US History only with I.R. ? What if I.R gets slaughtered in coming years ?
P.S. I am thinking to opt Physics and U.S. history. Effort in Physics can pay off more than I.R. in terms of score. What say?

In my opinion, effort in any subject of 200, other than IR will yield better score than IR. So you should go for physics, if you can.
