Cheema sahb with due respect i tell u that i met a few guys from Income tax who got absorbed in mlcg..for them the reason is the type of life it offers..not money..u know one can earn even more money in irs n accounts.

Guys we all have already disscussed the pros and cons of this group (I think each and everything with "references"). Mossavir started this thread and mentioned a lot of things about this group which a lot of people does not knew before and that is really good thing to do. I really appreciate that brother. Upto that it was very fine but the discussion heated up when some of our dear fellows started saying that this group is even better than DMG, PSP and FSP (Leaving behind IRS and Customs). Then Floydian stepped in and showed us the other side of this picture and I think his points are very valid. We never said that this is a bad group or anything like that, the only point of ours was this is one of the best groups if you are a lover of facilities(state owned cars, bungalows and servents) but the maximum promotion for the officers of this group is grade 20 and they are not independant in making the policies of cantonments even. Moreover, they do not serve the general public as their jurisdiction is restricted only to the cantonments. Everything is clear now let the aspirants decide where to place it in their choices. Look guys everybody has his own perception about every group and everybody is free to give his views. Thats what all of us have done. So friends peace now and look forward towards the future instead of fighting.

That is what we are saying brother it offers an excellent "life style" but to some people only life style is not the priority. And brother I have just mentioned a possible answer to your repeated question, you are much more experienced than me u must know that this group offers much more oppurtunities of making illegal money infact a lot more than IRS and Accounts.
And of course my respected brother those people are not going to tell you that what is their real purpose of switching their group either the life style or something other is in their mind. So only this logic is not enough that because one two or three people have switched to this group so this is the best one.

The people from former Income Tax Group got themselves absorbed in MLCG because they never tasted the powers of IRS. Most of them went to MLCG on deputation during the heyday of Abdullah Yousuf, the former Chairman FBR who had greatly curtailed the powers of Income Tax Group and became accustomed to the lifestyle in MLCG which no doubt is luxrious. After creation of IRS, they decided not to come back and instead got themselves merged in MLCG, not through any "sifarish" but because MLCG routinely offers such officers to get merged in MLCG due to the shortage there (caused mainly because of a ban of new induction during Musharraf days). In fact, every year, due to the shortage of officers in MLCG, officers from former Income Tax Group and to a lesser extent PAAS are especially offered postings on deputation in MLCG because of their professional acumen and leadership qualities with a subsequent offer to get merged in that group. Such proposals are floated across FBR but very few officers take them up. There is no doubt MLCG is a good group in terms of facilities but they have little exposure beyond Cantonments, little prospect of promotion beyond BS-20 and absolutely no role in policy-making at the highest levels which is common in DMG, PSP, IRS, PCS and PAAS.

I tried my best to convey my message but some people don't get it. Usman brother as we all know PSP is number 1 when it comes to corruption and if I'm not wrong customs comes second. From the past so many years we've witnessed that many CSS toppers opted for PSP. So brother as far as ones honesty, devotion, dignity, hard work, dedication and all such things are concerned, Allah is the only one who knows about it. So please refrain yourself from saying such kind of things. To me since my childhood it's my dream to join DMG, but at the same time i respect PSP FSP MLCG and all other groups. I started this thread simply to provide information regarding this particular group. Thats all. Floydian diverted the discussion and mentioned honesty devotion and things. I think one should think big, act big. Not just talk big. !!

I think honesty, devotion, hard work is related with the PERSON not with the department. PSP have quite a number of honest officers but the same PSP also have corrupt officers.

This group has facilities, promotion, recognition, significant roleplay in the welfare of the society. If one deny the fact then i can't help him, can i? and if facilities were so important for me then i would have placed mlcg on first. Why am i placing DMG first and even sometimes PSP above MLCG? Think over it. Thats my last attempt to explain myself. Now people have their own choice to think and derive whatever they want to. Cheers !!

Correct youself brother it has facilities but promotion only upto grade 20 isn't it? Recognition is there but significant roleplay in the welfare of society is restricted only to the cantonments, correct me if I am wrong. This is all I wanted to say.

I think there is one hell of a difference between Criticism and Criticism just for the sake of criticism. You criticized me as well, you questioned me as well and many others. Was that a problem for me? No. Obviously i want people to raise issues, ask queries because at the end of the day it is for the betterment. But without any proves, fact and figures, references etc etc....it's something else but most definitely not criticism.

I wrote the word 'promotion' because there is a misconception that in this department promotion is very slow. I agree it's not as fast as in FSP and DMG but it's not too slow either that one should get concerned.

[B]Secondly[/B] yes it is currently up to 20th grade. Till 2000(before Musharraf) DG-MLCG(BPS-21) was a mlcg-csp officer. It was musharraf who changed the format and posted his army men from time to time to perform as dg-mlcg. The thing is civil bureaucracy as a whole has suffered a lot in musharraf times. In his times out of 120 Pakistan Ambassadors abroad, 80 were army generals(Reference: Ikram Rabbani Book, Pakistan Affairs, Chapter Foreign Policy). Just imagine what FSP officers would have gone through in those days. Even DG CSA was a army man when my brother was in CSA back in 2006. Anyway establishment division has forwarded the case. Soon in near future things will be reinstated. Meaning there by DG will be a mlcg-csp officer.

[B]Thirdly[/B] you mentioned role play and society. Cantonment is not a name of a room, it's a huge area right in the heart of the city. For example Clifton karachi cantonment includes whole of clifton. Now choose by yourself...do you want to be in charge of larger area with less authority or with great authority in a relatively small area. and to be honest clifton is NOT a small place by any means considering you'll be performing all of the duties which i mentioned earlier.

For example:

CEO Clifton: Great authority and relatively small area but important area.
MEO Abbottabad: Less Authority and but he is in charge of [U]whole hazara division[/U]. There is only one MEO(mlcg officer) in the whole division.

It is because of this reason, ask any MLCG officer. He'll choose ceo over meo any day. I hope this example would clear your doubts regarding small and large area. Role play in the welfare of the society has got nothing to do with tehsil, cantonment, division, district. [U]In each and every level if you want you can play significant role in the welfare of the society if your authority allows you to do so.[/U]

Going by above example If you think performing duties like property Tax Assessment, house Tax Collection, water tax, water/sawerage/schools/roads/hospitals management and maintenance, mutation on leased Land/Private property sale, new project allotment and many more duties in a area like clifton are performed by a person/officer and he is not playing significant role in welfare of the society then what else do you want? Same duties performed by an officer in the whole sub continent? will that be enough?

[COLOR="Red"]Reason:[/COLOR] people go into the services with a BIG image but the fact is that its not actually that bright as it is imagined...Meager salaries then lead to curruption coz u hav to maintain a status as well..Considering this fact if MLCG offers u a house, a car n servants..i guess then u can perform ur duty with more honesty. Dont think abt it if ur from a well off family coz then u wont understand it that how much important house and money is for supporting and running ur family!! If u cant afford fees of beaconhouse for ur children being a csp or ur family is suffering to bhaar mai jata hai sara patriotism!! Be practical and a realist!!

Point#2) Every group has its pros and cons plus ppl working in a single grp may have different experinces based on their circumstance there is no hard n fast rule that if im feeling grt bing in mlc someone else will also!! Everyone has a different perspective of life and is warmly welcome to embrace their philosophy of living.

Point#3) Its not about the power or authority.. In my view even if u r a buttler even then u shud perform ur duty with honesty...Soo many ppl have been in key posts wat have they done remarkably??? If u hav potential u can do anything anywhere..Plus the real test is where challenge is!! If ur working in a place which offers no black money how wud u test the strength of ur character?? everybody looks clean in clean water!!!

Point#4) wat i have researched about this grp is that [COLOR="red"]Facilities [/COLOR]wise its the number 1 grp NOT authority wise!! If u want to live a peaceful life go for it n besides we have been allocated in our respective grps which cant be changed so be calm u have to pay for pros and cons of ur grp onlyyy...dont bother to think abt others sooo much!!
[COLOR="DeepSkyBlue"]For juniors:[/COLOR] Do Not beleive us coz u really dont know a thing unless ur into it!!! Everybody here is talking abt wat they have listened or perceived..Do your own research talk to the ppl in the srvice not the aspirants!!

Lastly i would like to share that i placed it on number 1 before written:hahabut then on advice of my teacher i placed it on number 3 after DMG, Income Tax and Customs and so far very happy with it!! cozz being a girl it seems veryy peaceful.:mellow:thx!!!

It was said time an again that comparing groups is useless and unfortunately, the heated discussion went astray from the theme.Civil Servant must be an epitome for the masses and they must have the trust of the people in driving state machinery.They are bound to serve the masses in whatever capacity,the government may deem fit.The delivery of service matters not the perks or privileges because this what we are selected for not for soothing our egos.In discharge of their duties and to mitigate the hardships,the civil servants are offered certain perks which are also offered in private sector like health,accomodation.The power and authority is for running the affairs of state not to satisfy personal ambitions.

Coming to the point, I certainly disagree with the notion that 85 % of the civil servants are corrupt.Time again, we have seen innumberable examples of honesty and dedication to the service which unfortunately are not projected.By giving false statistics, we have been insulted deeply.So please be careful when posting superficial facts because a civil servant must be cautious about what he is saying.

The group comparison by Civil Servants is below the dignity of his status.This is also against the spirit of CTP and the bond between the difference services/groups.

In view of the above,it is requested that please close the debate and stop throwing mud at us all.We are neither corrupt and also are not in the habit of using unbridled authority.We can teach our children in any other good school if the fees are higher than our pays than to resort to malpractices.

I appeal to my fellow Civil Servants to avoid indulging in disgracing the service by using unfound and malicious comments which may hurt the feelings of those who are in pursuit of the betterment of the society and honest living and which may create an air of discord.Furthermore, it is creating an unjust impression among the aspirants.

An impression is also generated here that who opted for other groups are either living in fool's paradise or have never been near to the civil services.We all have given our choices on the ground realities and on the basis of our preference which may include personal liking and disliking.So it is unjust to the others who may opt for his group or service of choice.


The civil servants are trying to run the country within the constraints imposed.Be it security or the paucity of resources.To blame them that Pakistan is not developing because of them, we must look into our mindset and then study the History of England.The answers can be found in both.

I hope that this will help in ending the debate and save the civil servants from embarrassment accruing due to this useless and unnecessary debate.
