Default quasi-federal government?

Question:
Pakistan is not a quasi-federal government. discuss in view of 18th constitutional amendment.

how we can answer it.
please give outline or detail answer.

According to my understanding, you will have to discuss the federal features of the 18th Amendment.

Here are the points you need for the answer:

1.the 18th Amendment has deleted the concurrent list from the fourth schedule of the constitution. It means now provinces have the power to legislate and deal with all those 47 subjects which hitherto had been in federal domain(do go through the concurrent list to have the full significance of this amendment)

2. the role of senate has been enhanced by amending articles:70,73,89,91,232,233 and 234.

3. the role of Council of Common Interest has also been enhanced

4.the 18th amendment has made it harder for the president to clamp emergency rule over a province(by amending article 232) and has also laid down that governors should be residents of their respective provinces,

conclusion:
In support of the provincial autonomy, the 18th Amendment has enhanced the fiscal and administrative and legislative authority of the provinces. By deleting the concurrent legislative list and granting provinces greater control over their natural resources and proceeds, by enhancing the role of the Senate and the Council of Common Interests, by making it harder for the president to impose emergency rule over a province and by the requirement that governors should be residents of their respective provinces.
