Democracy is the government of the middle class :neither of the poor nor of the rich.It belives in the will of majority. Now the majority in a democracy is of mediocres. So the will of mediocres prevails in democracy.

you may implement it in any situation. And most of the situations prove this fact.

Amjad:

Okay fine, i was perplexed so just asked that to make it clear. Now it is clear. The current situation of democracy is also the implication of its improper implementation in Pakistan.

It is estimated that if 75% or more population of a country is middle class it would be a democracy. Now the middleclass is more learned and pragmatic than the rich and the poor so they ensure its proper implementation.

Yeah they may ensure its implementation but they r not holding the reins of govt. It is in the hands of rich ones that is why democracy is missing here. But another isue is that of army, they are not allowing democracy to log in, they are just proving that it exists but actually it is not there.
