perhaps it referred to the ages old silk route trade that flourished in this region. Traditionally, silk, spices, gems etc used to travel from China through the Karakorams into the fertile plains of today's Pakistan enroute to the Middle East and then onwards. Similarly many Central Asian States had trade relations with states in the subcontinent and China (slaves, horses etc).
So a revival to that trade is very important as it will be beneficial to all. SCO has Trade as a bullwark of its agenda with security and culture being the other fields of interest.
