If you are good at reading and understanding then it'll only require some confidence to enhance those skills and if you dont even posses other two qualities then surely you have to develope them first.
read an article or coloumn from a newspaper or magazine and try to reproduce it in your own wording.then may be you can get it checked from someone good at english or may be you can post it here in the section of Comprhension

i can understand well what i read and even i can write. but what my problem apprehension that i would be wrong

1. Read good articles, essays and book
2. Improve your grammar and comprehension
3. Always do some brainstorming before writing. It can be in the form of cluster diagrams, words, phrases etc.
4. Start writing summaries/short notes on your favourite topics
5. Gradually move to a higher level by increasing the length and content of your writings
6. Get them evaluated by a good English professor and not just any xyz.
7. Work on the shortcomings they point out and capitalise your strengths. Show improvement by devoting interest in English language as a whole.
