To understand and know when to use them, it's important to know which tense each refers to.

Both have (plural form) been and has (singular form) been are Present Perfect Simple tense.
The present perfect simple tense is used to talk about a past time, which has very strong meaning for the present.
The present perfect simple is formed by using the auxilliary verb have/has and the -ed form of the regular verb (the past participle) or the appropriate the past participle) of irregular verbs.

Had been is Past Perfect Simple tense.
The past perfect simple tense is used to go further back in time when we are already talking about the past. It can make it clear that something had already happened at the time we are talking about.
The past perfect simple is formed by using the auxilliary verb had and the -ed form of the regular verb (the past participle) or the appropriate the past participle) of irregular verbs.

Have is a primary auxiliary verb used in the formation of a sentence in the perfect tense.
Eg. They have learnt their lesson(Present tense--plural noun)
He has finished his work intime(Present tense--singular noun)
I had never seen the Taj before(past tense

my problem in precis writing
 

i want to share my trouble in precis writing coupled with comprehension that i have little experience in said questions .this is the portion i took with ease in my earlier studies. when i try to get through them i spent almost 3 hours for a single passage still confidence find no place in my heart. i used to prepare for exams in my native little town where no person can guide me in this regard . i will be appreciate if anybody consistently guide me through the useful posts,to sum up, a teacher who have clear and dedicated approach. further plz mention useful posts for the said questions.

just read National and International pages and most importantly go for editorials dont go through buisiness page as its not related to you.

first time just read the whole paragraph dont pinpoint the difficult words, after completly reading the topic go for difficult vocabulary in it.

will post some more tips later.

Read Dawn on daily basis. In begining it is taugh to understand, here i recomend you keep dictionary nearby get the meaning of difficult words and note it, because these words will revise again and again in newspaper. I am sure if you do this for atleast six month you will become a good reader.

I scored 40 marks in CSS 2009 in Grammar. But Synonyms and antonyms confused me as all the words given in the options seemed as having same meanings. Please suggest me how to cover up this problem.

Reading newspaper is not a bad idea; you will come across a number of ways of expression. But beside this keep in mind that newspaper-language does not necessarily follow the correct English Grammar rules for some reasons.

So my suggestion to you is to read English novels written by famous authors, especially of Charles Dickens. By this you will definitely improve your English writing style. Dicken's novels are also easily available in text form online at various websites.
