It is 12 o clock on/at/by my watch.what wil b the right opt.

"by" is the correct option.

It is 12 o clock by my watch.

Other than that, 12 o' clock is an abbreviation of [B]12 on the clock[/B], so it should be used for clocks not for watches I guess (Its only a comment not any dead sure argument). Secondly I think it would be correct if we say 'It is 12 by my watch' instead of saying 'It is 12 on the clock by my watch.'
