It is 12 o clock on/at/by my watch.what wil b the right opt.

My answer would have been 'by.'

Other than that, 12 o' clock is an abbreviation of 12 on the clock, so it should be used for clocks not for watches I guess (Its only a comment not any dead sure argument). Secondly I think it would be correct if we say 'It is 12 by my watch' instead of saying 'It is 12 on the clock by my watch.'
