Default Privatizing higher education - generating knowledge or making more money for the opul

What is the correct way to handle aforementioned essay topic.

1. To take a side then go further
2. Explian both sides then take a side
3. Take a middle path like balancing both...

I attempted this essay in 2014 and passed the paper. I explained point of view of both sides, i.e proponents and opponents of privatization of higher education, and then took a side and explained my opinion.

Merits based opportunities (no quota system)

Privatization has given mixed results in pakistan


Recommendation
Encourage public private partnership
More scholarships from private institutions
Empowering HEC for better oversight
Govt must focus on public institutions to spread knowlege
More grants for research
