CE 2017: United Nations increasing International Military engagement

Dear folks

There is a confusion regarding the exact interpretation of the topic "More and more international military engagement by the UN; is the world moving towards peace". Following are the two schools of thought:


1st Interpretation:


1) International military engagement by the UN referred to peace keeping missions only.
2) The entire argument had to revolve around peace keeping missions and their failure in ensuring peace

Problem with this interpretation:


1) Peace keeping missions have reduced, not increased, with due course of time. The maximum number of peacekeeping missions were launched after the end of cold war. So the phrase "more and more international military engagement by the UN" doesn't make much sense. As of now there are only 16 ongoing peace keeping missions
2) And majority of these peacekeeping missions address intra-state disorder and conflicts, which by no means threaten "World peace".



2ND INTERPRETATION

1) Any Military engagement. in which UN is explicitly or implicitly involved had to be discussed.
2) And UN's failure at ensuring peace should have been established.

PROBLEM WITH THIS INTERPRETATION

1) Implicit involvement in conflicts do not amount to "military engagement by the UN"
