Default Will “rule of law” always remain an impracticable myth to our country?

please suggest improvements.
Will “Rule of law” always remain an impracticable myth in our country?
1. Introduction
2. What “Rule of law” really means?
i. Law is supreme and above all.
ii. Law is indiscriminate.
iii. Law is scared among its inhabitants (like religious laws).
iv. Law is the sole criteria of judgement and it excludes other illegitimate law-enforcing bodies. (like panchayat and Jirga)
3. Prerequisites of “Rule of law”
i. Democracy: Independent Judiciary, strong Executive and Legislative bodies.
ii. Military and all law-enforcement agencies to be subservient under a civilian government.
iii. Speedy and effective Justice system
4. Does “Rule of Law” rule in our country? No,
i. Strain civil-military relationship.
ii. Tussle of hegemony between the civilian government and the judiciary
iii. Law discriminates people based on their level of income, religion and the type of their gender.
iv. Many loopholes in law block the supremacy of law. (Allowance of Jirga and panchayat system in tribal areas.)
5. Will “Rule of law” remain an impracticable myth? No,
i. Democratic norms are overtaking non-democratic norms.
ii. Judiciary is becoming effective and independent.
iii. Civil-Military relationship: Although not ideal but agreeable and practical.
iv. Poor and vulnerable segments of the society especially minorities' rights are gaining space and prominence in legislative affairs.
6. “Rule of law” is strengthening in our country
i. Through controlling crimes and extremism from the society.
ii. By taking actions against all variants of terrorists and their networks in the country.
iii. By taking actions against foreign aggression and involvement inside Pakistan.
iv. By taking tough measures against social ills especially against corruption.
