Well, dear you had a good essay in paper, i must say, but few things if you would have added.....

Like you provided more of background and Country-or region-wise situational history then current scenario and the portion of current scenrio is a bit lacking
2ndly in ur outline, you didnt realy mention the Recommendations in required health and you jumped up directly to conclusion...

Your approach towards essay is good but you actually could'nt construct it in the way you wanted, i guess.....
