It is always good to mention the name but sometimes, for the sake of weight or flow of expression, it can be compromised. One should try to avoid the use of prefix "someone" if name is not known.

it is not necessary but it is good to mention name for the authenticity of quote , but sometimes it happen when we can't recall name then mention his/her designation post or alike but again it's better to mention
and one more thing sometimes we can't quote same but context is in our mind then before quoting you can write "bla bla bla person's words can be stated as " or any sentence you seem appropriate for quoting
