It was a good effort of urs but while attempting this essay we have to focus the following areas.

!- What is a modern and civilised nation state?
2- What are the institutions of a state?.......these are Parliament, Judiciary, Executive, Military and Media;being fourth pillar of the state.
3- What is the concept of democracy and good governance?
4- What is public welfare?

Moreover you need to put emphasis on the fact that how the collaboration among various institutions of the state ensures good governance and in turn guarantees public welfare.
I think now you cld make outlines in even more effective manner:))

Here goes my outline:

"In any modern and civilized nation state, the smooth flow of the Institutions always ensures good governance and public welfare"

1.Impressive introduction in a few lines
Utopia- city state of Aristotle- and its structure
Idea of Welfare state and theory of Utilitarianism
State, constitution, organs etc
2. Good Governance and Public welfare
according to constitution, will of people and keeping in view the welfare
Greatest happiness to greatest number
3. Smooth flow of institutions
UK, Switzerland, China, Saudi Arabia etc
Legislature, executive and judiciary
Constitution - which defines the limits
How these states ensure good governance and public welfare..... examples
4. Adverse flow of institutions
Afghanistan, African countries, Bangladesh and, of course, Pakistan
How adverse flow
5. comparison between smooth and adverse flow viz-a-viz governance and public welfare.
6. Pakistan's scenario throughout the history and comparison among eras.
Current wave of confrontation
Army, Judiciary, Cabinet and assemblies along with agencies and bureaucracy.

Before outlining,lets remember that we are neither modern,nor civilized,so outline parameters should not focus in the perspective of pakistan.
Please do include the institution of Media,which is really good in playing and influencing our minds.

i thnk in in introduction we need to define what is modern and civilized nation. no need to go in details. and in the end if we have good institutions we can compete with word progress. am i right?

3-Superamacy of Parliament.
4-Proper system of checks and balances
5-Affirmative role of media.
6-Political stability and Harmony.
7-Limiting military's role in politics.
8-Abiding constitution in its true sense and meanings.
9-Depoliticizing each and every institution of the state.
10-Reforms by Election Commission .
11-Removal of flaws from our bureaucratic spheres.
