Exclamation Headings in Essays?

AOA!

Is it necessary to put headings in the essay or one can go on with only paragraphs after paragraphs?

Please your valuable suggestions are needed...

Headings are not required as essay needs to be written in flow with smooth switching of paragraphs.
You are required to draw outlines at the start of your essay in which you provide a topic-wise list of your essay but once you start your essay, you should not write any heading. If you think there is a switch in thoughts, you just need to change the paragraph and start a new one.

And I am supposed to write this outline at the back side of the answer sheet, in the rough work or is it graded too?

You can also draw rough outlines on rough work area and mention it as rough work but you have to draw actual outlines at the start of essay.

how many words are enough to pass essay paper ..? i mean minimum words that give u passing marks..?? if the data has quality
