one of the major reason that i have yet concluded for the shortage of power in Pakistan is wrong policy formation as it was done at the time of Benzair in 1990s when erected power shortfall was mismanaged without considering the future outcome of the policy. at that time they referred to have thermal power rather then hydro . reason could be that they wanted to slew the attention of the people at that time as it was a quick solution of the problem and of course low prices of oil in gulf countries.

i think main reasons are the WAPDA itself because there is no other company in the country to create competition and that's why WAPDA is ineffective to distribute electricity to consumers. Another problem is political influence and corruption in the power sector. I think privatization is the best solution to this issue because this will create competition among the different companies. In most areas government is ineffective to manage the situation and to collect the bills and provide services. WAPDA employees are unable to control the theft because they don't visit the sites specially in the rural areas and to provide services to the consumers that's why people of those areas facing problems when there is a damage of transformer or any other issue related to this.There is no check and balance in rural areas by WAPDA employees and they send bills through their judgments and some time they send huge amounts to those consumers where people are not using the electricity. When ask consumers they say that if they don't get the electricity why they have to pay the bills. Government should manage HR and motivate employees to provide services to consumers on their door step so the theft can be control and people will pay the bills regularly.
