THE NEWS---6TH JULY, 2009
OMG officers complain of discrimination in postings Monday, July 06, 2009 By By Mumtaz Alvi ISLAMABAD: Some Office Management Group (OMG) joint secretaries recently promoted as senior joint secretaries (SJSs) on Sunday appealed to Prime Minister Syed Yousuf Raza Gilani to intervene into what they alleged sheer discrimination meted out to them by denying them the designation of additional secretaries. The SJSs, who approached The News, complained that the OMG (Secretariat Group) was being deliberately overlooked while designating officers as additional secretaries. They pointed out that joint secretaries from all the occupational groups were promoted to Grade-21 from Grade-20 and designated as additional secretaries, leaving aside the recently-promoted 19 officers of the OMG. These officers claimed to have support of all the 19 SJSs, who were promoted to Grade-21, on this particular issue. “We have been given a nominal increase in our salary, but all of us are SJSs. None of us has been made additional secretary. This is a blatant discrimination,” one of them alleged. He asked what was wrong in giving them the slots of additional secretaries, which were given to officers of all other groups, be it District Management Group, Police Services, Customs, Foreign Office, Income Tax, Pakistan Railways or Trade and Commerce Group, etc. This correspondent visited the Secretary Establishment Division, Muhammad Ismail Qureshi, at his office to seek his side of the story. He dismissed the allegations of discrimination. He said it came up with the Establishment Division in 1996, as posts of additional secretaries for the Secretariat Group were few, hence the officers’ promotion prospects were limited. Moreover, many posts of additional secretaries were abolished too. Because of this situation, in order to increase the posts and chances of OMG officers’ promotions as one-time dispensation, the division recommended to the prime minister to upgrade joint secretaries’ jobs by 30 per cent in 1996. Again, he continued, a review was made in 2000 and it was decided to make this arrangement a permanent feature much to the benefit of this particular group. He dispelled the impression that discrimination was meted out to the officers belonging to the OMG. The secretary said the SJSs were promoted to Grade-22 as well and elevated to the post of federal secretary, and on the top of it, in autonomous organisations the officers from the OMG enjoyed the same perks and privileges as those who belonged to other groups. |
