this is not the case the woman reserve qouta is still 10% and i wonder how can she win the case if she can not come up on merit for allocation.....i think supreme court can not order FPSC to change their rules for a single female candidate......and if woman quota is enhnced it will be beneficial for 2009 batch not for 2008 batch....how can they change a rule in 2010 and then implement it on the precedent years batches....

Your friend has petitioned that first of all merit seats be filled and then the provincial seats after that women quota be applied on left over women candidates. Earlier, the women who came up on merit of say FSP in provincial quota were transferred to women quota if they would be falling in better group keeping in view their preference. Your friend insisted that the general seat vacated by the woman joining better group in women quota must be filled by another women. Previously, since eligible women were transferred to women seats, their seats in open merit were filled by next in merit irrespective of the fact that the candidate is a male or a female.Now since the seats will be retained by women so more women will get the chance to be allocated.Your friend has won the case on this conjecture and yes the court has directed FPSC to change the way it allocates the women candidates and it has directed Secretary FPSC to comply and implement with in 15 days i.e before 10th Septemeber 2010. SInce their are no vacancies for them to be adjusted, therefore, the male candidates were asked to vacate, however, since this is also unjustified, therefore new vacancies will be created for them.

Secondly, The FPSC and ESTAB are trying to uphold merit because in your friend's case, lady with merit number 304 was allocated Postal Services on women quota in punjab but your friend might have gotten much better group if the women qouta is filled last. [B](Estab and FPSC had worked out the details to save the system and right now i cannot divulge that how they will save the system because I dont want to open it up but Merit will rule supreme) [/B] and all allocations will reflect the merit.

Allocations of CE-2008, rather re-allocations are now being finalized . Our allocations are also under process and it is an unconfirmed report that they are already sent to ESTAB. In my opinion either they are expected before 10th or last week of September.(The efficiency usually drops in Ramadhan especially in the last ten days of the Holy Month.)

yes Supreme court has directed FPSC to chnage the way it allocates woman candidates not to enhance the quota by 1 or 2% and then compensate nergis Shazia Ch....and u don't need to open anything i have ma own links in establishment and i know each and every thing that what would be their next step.....anyways wish u all the best for allocation and thankx a lot for the precious info u shared....:)

Thank you for your best wishes regarding allocations of CE 2009.I also wish you success in every rightful endeavour.

On a side note : The Supreme Court did not direct FPSC to increase women quota rather due to this judgetment, the number of seats on which women can be allocated will increase automatically because more women in general merit means less number of seats taken from women quota which means more seats available to be filled from women reserved seats. I take back my words that 1-2 % seats of women will increase but now i can safely claim that women seats are approximately 20-25 %. Usually 10%-15% women get allocated on general seats and apart from that further 10 % in women quota.

Its a high time that we male candidates also demand a quota because we never have been assigned one on the basis of gender.

Here i want to ask a question . Is it possible that seats announced for CE-2009 may change in order to give place to women of CE-2008 . Plz reply me if u have some information regarding this...............

Welcome to the world of Bureaucracy where every thing is in the shape of file which moves up and down till the time it is rusted out.

This is the first step towards the reality. I hope you are enjoying it. We are experiencing the same which is experienced by the common people when their files get stuck due to procedural road blocks and this is basically because no body wants to accept responsibility.

When you join Civil Service please take into account their misery.

Allocations are expected immediately after eid or may be within a few days. lets hope for the best.

I congratulate all the ce-2009 qualifiers. As their training has started since 15-06-2010 followed by 18-06-2010 change. This pre-CSA training can be titled as "HOW THE GOVT PROCEDURES ARE DELAYED AND WHAT WILL BE THE CONTRIBUTION OF NEW BUREAUCRATS TO STRENGTHEN THIS SYSTEM AT LATER STAGE WHEN THEY WILL BE IN POWER".:))

Dear Friends,

That the allocations have been delayed owing to litigations is correct information......The 2008 case judgement on 25th Aug, was initially a problem as the female was to be adjusted with 2009 CTP. But establishment division is about to announce an extra seat for that candidate.........

Secondly, 2009 candidate's litigations are also a factor in delay of allocations......

Implementation of SC verdict on women’s quota.
LAHORE: The Federal Public Service Commission (FPSC) has asked the Establishment Division to adjust 14 probationers from the 2008 batch who would stand removed from their CSS allocations in the wake of a Supreme Court decision calling for the implementation of 10 per cent quota for women before September 10.
A senior FPSC official told The Express Tribune that the FPSC had clarified that if the Establishment Division failed to comply, the commission would itself make changes in the CSS 2008 allocations list. This, he said, would affect not just the 14 probationers in question, but also all others who have already completed the one-year 37th common training programme (CTP) at the Civil Services Academy (CSA).
The official said that following the SC verdict 14 more women would be accommodated in the CSS 2008 (37th CTP) and 17 in CSS 2009 allocations.
He said that the FPSC would likely send the allocations list for CSS 2009 to the Establishment Division in two days.
The Supreme Court directed the FPSC in the last week of August to change the manner in which it allocated the women candidates in CSS. It ordered the FPSC secretary to implement the SC ruling within 15 days – by September 10, 2010.
The federal government had announced, on May 22, 2007, the reservation of a 10 per cent quota for women in all federal jobs. The quota was in addition to the posts they would secure on open merit.
The FPSC, however, denied seats to 13 successful women candidates from the Punjab in 2008. These candidates first moved the Lahore High Court and later the Supreme Court.
Nargis Shazia Chaudhry, one of the 13 petitioners, had requested the court to change the method of allocation. She had argued that first the general merit seats should be filled, on the basis of the provincial formula, and then the 10-percent women quota should be applied to the remaining women candidates.
She had also requested that the open-merit seats vacated by women, who moved to better groups under the quota, be filled by women only.
The FPSC criteria earlier allowed filling up the open-merit seats vacated by women by whoever happened to be next on the merit list. This, the petitioner argued, resulted in less women getting CSS allocations which was not declared policy.
After the SC ruling, an FPSC official said, a seat vacated by a woman can only be filled by another woman.
He said that Nargis, who would get a better group under the quota, would now be replaced by another woman. He said that the FPSC had submitted a review petition but it was unsuccessful.
In the wake of the verdict, he apprehended, several candidates allocated seats in 2008 would get affected as there would be no vacancies to adjust them. Keeping this in mind, he added, the FPSC had requested the Establishment Division to make room for the 14 male candidates by creating new vacancies.

It is submitted that 10% women quota in public/civil services was promulgated by the Govt of Pakistan with the view to make women a part of public policy. It was started when the literacy rate of women was not so good. But the scenario is quite different now. In all universities there are 50-70% female students while rest of the 30-50% are the male.
Forgoing in view, it is requested to please abolish 10% women quota in public/civil services and turn all the vacancies to open merit.

The Establishment Division reported 289 fresh vacancies. After inclusion of 99 carried over vacancies, the total
vacancies increased to 388. Over and above 388 regular vacancies, eight fresh and one carried over vacancies are
reserved for Armed Forces Officers for Competitive Examination 2009. Calculations/distributions of these vacancies
on the basis of Merit, Provincial/Regional quota and 10% reserved for women quota, have been worked out. [B]These

Dude i endorse your view fully. However, I dont think that anyone could do anything now. cuz if govt. tries to retract this back, all these women will make such unprecedented uproar. It is true for them that when i comes to take the privileges, they make an innocent face and try to carve our for themselves more than what they deserve. They do this on the plea of them being weaker gender and being unable to perform at par with stronger counter part.
However, when they realize that something is going in male's way due to their weakness, their attitude suddenly changes. The previously weak woman now start claiming that they can do everything equally good as man or sometimes even better. The receive all those relaxations and perks on the basis of this hypocritical attitude. :shy

Hello


Anybody, have you any clue about allocations announcement. Don't you think it is too much late, without notifying anything, as reason for delay. Does it not seem kind of unfair, rather humiliating to the waiting/suffering candidates.
One tends to think, this is the worth of our time in their eyes.

Or perhaps this is due to our unreal expectations!

what are other friends thinking about it, kindly share...:unsure:

latest news is that 15 students from merit number 212 to 242 will be affected.
Raz can you give us the allocations guess once again with new formula as you have once given us in the form of excel file?

Boss merit list revise bhi Saturday ko hi hui thi.I have read it from a Newspaper. I don't know how authentic the news is but my own sources say that it will announced in the next week.

No Dear..!!! Merit list was revised on Friday 18th June..!!!! Saturdays are off and its nearly impossible for FPSC to announce on off days.!!!! Can you please share the newspaper name and story..?

I just want to ask one simple question that did we make any mistake by appearing in css and then clearing it with some hardwork :bow
I mean hadd hoti hai yar... first written result was announced 5 1/2 months later, interview was taken after 6 months (19th april) of declaration of result and now more than 100 days have passed but still no news of allocations. People have been asking about my group and I have been answering them k next week or 10 days main pata chal jaey ga.
If anyone has got any trustworthy source with commission or establishment then please let us know that when will we receive our groups' allocation???

According to my information, the allocations are likely to be announced this coming week. Having said that, I am not confirming this information as it has been passed on to me from a friend. Lets see what happens. This week can be pivotal for our future careers. Good Luck to all CSS 2009 candidates.
