Yes I know it's an ideal situation as both groups are equally good :). I am very thankful to Allah Almighty for this.
My aptitude is of PAS so I give it an edge in my case.

All Pakistan vacancies are allocated irrespective of province and quota. For example, PSP has 1 vacancy and PAS has 2 All Pakistan Vacancies and Merit 1 & 3 opted for PAS and merit 2 opted for PSP so All Pakistan Quota for PSP & PAS ended at Merit 3. It is therefore given irrespective of any province.
As far as other All Pakistan seats of other groups are concerned, they are given to the top position holders for that group.

I believe that every group of CSS is good and has its own charm so at the end of the day you have to work with sincerity & devotion and that's what count.

Mohtarma First of all congratulation on your brillient success. I wish you should get you desired group i.e FSP. But if you are allocated IRS, then be satisfied that IRS is also a good one specially this group very much suites to females candidates. Again I wish and pray that you ought to have your favourit group.

So how do they know who's the top position holder for that particular group? That particular group should be that candidate's first preference or what? Pardon my ignorance.

By knowing the preferences and merit of candidates. For example, Merit number 60 has the highest merit number for IRS in whole country/among all candidates and all the above four preferences of that person has already been exhausted then that person will be given All Pakistan Merit Seat of IRS and that would be irrespective of any quota.

Thanks... I am getting to read many good things about IRS, but, frankly speaking/writing, I don't find it appealing. This IRS deal is making me rethink. I am hoping for the best and finding it hard to prepare for the worst. Thanks, again.

Join IRS and in extreme case if you don't like IRS, then sit again for CSS in third attempt. I hope this won't happen as IRS is a very good group.
