Aniya:
There can be two reasons for this anomaly:
1) some candidates do not list all the occupational groups in the preference form. In 2010, Junaid khan ( merit no 20) had given only one preference: DMG. But he wasn't allocated because DMG slots were take by those who were above him in the merit list. He could have been easily allocated in PsP, FSP or any other group only if he had mentioned any other group besides DmG on the preference form. So, this is first case scenario.
2) suitability clause.
The commission do not deem you fit for a particular group. In 2007, there were more than 20 victims of this clause. But, it's mostly applied to DMG, PSP and FSP. But in general, one can be considered unfit for any group.
@Psycho Empire: I don't think this happened due to any of these 2 reasons. Even if you see the case of OMG in Punjab, the last male allocated is on 147th position, whereas women were allocated upto merit number 159 on general seats (and upto merit number 180 on women reserve seats). Their are around 10 male candidates between 147th and 159th position who remain unallocated, while ladies got their way. I don't think these 10 candidates haven't written OMG in their preference list, or all of them have been victim of suitability clause.

Can someone explain what could be the possible reason behind this.

@incounternable
What i see from allocation is seat swaping
Like
If someone from open merit want desire group he can get it from provisional qota but then he leave a seat vacant in open merit which goes to provisional qota or next in merit

Like.. Merit 15 got dmg from punjab qota leaving open merit postal seat vacant..isnt that seat goes to punjab either seat swaping or next in merit way??

In KP, the lady on merit no22( KP ) is allocated to OMG and another lady on merit no 40( KP) is allocated to PAAS. She is the last one who got allocated. So 16 candidates between merit no 22 and merit no 40 have not been allocated.
And, merit no 40( KP) is not allocated on women or minorities quota.
I get it. So you mean to say there is the application of suitability clause this time? If medical treport is taken into consideration then a person can't be allocated in Psp or railways...fine...but if you just go through the allocation list you'd see that even postal group had 4 vacancies. 2 people were allocated here. The second n last one in postal is at merit no 661. The last person allocated in urban is at 775 I guess. The guy im talking about is at merit 662. How can they leave a person just like that? We have vacancies left in urban. 5! He has a legit chance to be allocated. What can go wrong? If you could just help us figure out psycho Empire it'd be v.nice of you. I don't know why do I feel the calculators this time the Fpsc and ED have been using were not working properly!

Dear silverfox, Yes you are right, the seat of merit quota vacated by a candidate in Top 15 will be given to the next candidate in the merit list irrelevant of the province the next candidate belongs to....that is why AJK's 5 candidates got allocated even when AJK has got 4 seats this is because 5th candidate's allocation is on merit quota..

Aniya:
Some people call it luck, other call it calculator of ED. whatever it is, it really proved fatal for some of the candidates.
Well, aniya, I think the best recourse regarding this enigma would be consulting those who have been victims of this anomaly. If they are sure that they had committed all the twelve groups to the preference form, then there is something fishy.
So if you know anyone who has been a prey of hard luck, kindly consult him/ her.

He is at merit no 662. And yes he is a fellow was with me in the psych. I'm in contact with him. There is really something fishy here. He called the ED and fpsc they didnt give him satisfactory answers. They told him the candidate has a women quota seat which isnt the case. All these 4 are general merit seats with I guess no carried forward railways seat. Why two seats of postal are still vacant and for whom! He has written letters to Ed and all concerned. I personally feel his case is strong enough to win. He wrote all 12 groups too..had he not, they would have told him to close the issue. Strange!

Women allocation after 147 is according to their qota... (now what confuses most of us is why some women get general seats why not women qota seats...here comes the sutibility clause- the one after 147 cannot be allocate in DMG)

make it simple
punjab women qota= 12 seats
punjab merit closed @ 147
punjab women allocated after merit closed= 12

I'm also one of the victims of this hard luck. I'm on merit number 154. I committed all twelve groups in preference form. But i remained unallocated, while women of lower merit number were allocated on general seats.

I think you are confusing OMG with DMG. How is it possible that 10 candidates are disqualified for OMG owing to suitability clause. It is near impossibility.

@aniya: Can you email me merit number 662's contact number. You can find my email in my profile.

OH...So you are one of those who met with a similar fate??? I'll ask him tomorrow and definitely send you his contact number. You guys should do something regarding this. I have no idea about merit and listing in Punjab. But im dead sure about his allocation and vacancies of sindh urban.

Sir i am not confusing OMG with DMG.
I am try to explain how qouta system works.. ED first allocate punjab 86 seats male or female any which ends at no 147. After that 12 women allocated.
Now sutiablity clause means they cannot allocate the women below 150 to DMG they have to adjust them in lower groups like in OMG, railway..

For example
Merit 36 & 46 got DMG from women qouta
Because they are higher in merit
& merit 151 & 155 got OMG from general merit
(In actual 151 & 155 are women qouta and 36 & 46 are general merit they swap the groups due to sutiablity)
If you calculate you will find it
Up till 147(incl women qouta) 86 seats are given to male/female
After that 12 seats given to women

Brother hope i clear the point
