yeah better to mark them according to your preferences. but if you won't, fpsc will not reject your form. you will get many more chances to revise your preference once you qualify the exam.

A person can be transferred from one group to another after initial selection or few years service ?

not possible. one can go to other group on deputation only. that too in certain groups, not in all.
