If you are interested in teaching at college/ university level then go for Mphill. If you have passion to become a part of prestigious civil service of Pakistan, then dont think about any other option and do your best in CSS! as many females now go for CSS. and they are posted in thier own home towns also.
Its all about the thing what gives you more satisfaction and suits you. Dont follow anyone just do what your heart wants!

M.phill will not assure you permanent job because many P.hd scholars are jobless :closedeye but CSS is a competitive exam if you will clear it you will b having a key that will open the right door for you..all aside be committed to yourself first then you will be with highly reputed service an honored job :))
