PCS officers to be inducted into DMG/PAS cadre
LAHORE: On the recommendations of Balochistan Chief Secretary Babar Yaqoob Fateh Muhammad, the federal government has decided to induct PCS officers into DMG/PAS cadre for the purpose of mitigating the grievances of PCS officers especially of Balochistan.
It has been learnt that Babar Yaqoob strongly pleaded the case of induction of PCS officers, building his arguments on the premise of national integration. The idea was accepted by the chief secretaries of other provinces as well. It has also been learnt that the Establishment Division has formally sought comments from the Punjab government in this regard. As per the proposal, grade 18 PCS officers having three to five years’ experience will be inducted into DMG/PAS through Federal Public Service Commission (FPSC), which will hold interviews for the purpose. Induction will be made only in grade-18. Ten per cent induction will be made from all provinces as per ratio of provinces in the CSS quota. However, it is not clear how the cadre strength of DMG/PAS in grade-18 will be determined because no such cadre strength has ever been notified. If cadre strength is determined on the basis of posts of general cadre of all the provinces and of federal government, the number will be substantial. However, if 10 per cent is calculated on the basis of numerical strength of DMG in grade-18, it will be just a symbolic induction. In this case, the total number of encadered PCS officers from all provinces will be 15 as, traditionally, the number of DMG/PAS has remained around 150. The induction plan will benefit the most the officers of Balochistan, Khyber Pakhtunkhwa and Sindh. The PCS officers of these provinces get promotion from grade-17 to grade-18 after five years of service. They will be eligible for induction into DMG/PAS just after three years. As against this, the PCS officers of Punjab get promotion from grade 17 to 18 after 13 to 18 years of service. If induction formula is implemented now, the PCS officers of 1991 and 1992 batches will be eligible for induction as they have the required length of service in grade-18. However, promotion of PCS officers in grade-19 and above is comparatively quicker. There may not be much attraction for the PCS officers of Punjab for induction into DMG/PAS as they will have to wait for at least seven years in grade-18 after induction for promotion to grade-19 due to application of minimum service length rules. These rules require a DMG/PAS officer to serve at least 12 years in grade-17 and 18 for promotion to grade-19. Since the encadered officers will be put in DMG/PAS seniority list, they will not be able to get promotion before the DMG/PAS officers of grade-18 who are senior to them and have to stay in grade-18 for seven years. It can safely be assumed that an encadered PCS officer of 1992 batch, who joined PCS at the age of 30, will never be able to get promotion in grade-19. If they opt to remain in PCS, they can aspire to get promotion in grade-20. this will badly affect the civil services.it would have been better off to increase no of seats in css exams rather than induction because it will result in delayed promotions of new comers in dmg further dmg cadre would be more politicized.induction of army officers,increase in women quota,increase in minorities quota and now pcs officers induction shows that government has decided to destroy the civil services and merit:

PCS officers welcome induction policy
LAHORE
An overwhelming majority of PCS officers has welcomed PCS officers’ induction policy in DMG/PAS, claiming that it is optional and has attraction for those aspiring to enter the federal service. It is learnt that the induction of the PCS officers will not be mandatory and only those PCS officers will be interviewed in a two-stage selection process who apply for the induction. A reliable source in the Civil Secretariat has revealed that the Punjab government has proposed two-stage selection process for induction of PCS officers in PAS/DMG cadre. In the first stage, the Provincial Selection Board will interview the candidates and send a short-listed panel to the Federal Public Service Commission (FPSC). Based on transparent selection process, the Federal Public Service Commission will recommend PCS officers for induction. The induction will be voluntary but will be based on merit and transparency. It will be, in no case, conscription. The newly inducted officers will be entitled to be posted in National Highway Authority, FIA, PIA, OGDC, WAPDA, TDAP, Railways, CDA, PEMRA, PTA, etc. In addition to posting in the field and in the provincial secretariats, they will also be entitled to get postings in missions abroad. After induction in PAS/DMG, their capacity-building will be done through fellowships abroad, keeping in view their future assignments in the federal government. The junior PCS officers have particularly welcomed the induction policy as it will brighten their career prospects. The induction policy will be beneficial both for the encadered as well as the left-out PCS officers. The encadered officers will enjoy the status of PAS/DMG officers and the left out officers will get quicker promotions due to vacancy of positions after encadrement.
