1..think of stakeholders/related departments involved in the issue/problem,and their respective roles must be highlighted in solving the issues
2-for the purpose of apprising the people,media must be engaged ,if required necessarily
3-using ur authority/designation with binding law in force, seek solution of problem from the social/cultural/political/economic /religious aspects...
top of it is the way u present and project your case and behave in the proceedings of the meeting..
