Yes, it may help you. But if you intend do do masters in IR only for this reason, it may not be a wise decision. You don't necessarily need to do masters to get high score in this subject.

For improving English, courses are not the best option, you yourself have to work on improving your English, first of all start reading extensively, newspapers can be the best initial source for that, newspapers will not only improve your vocabulary, but also help you in enhancing your knowledge, being the repository of information. Then write as much as you can, without practice no one can improve his/her English.Learn 2-5 words each day along with its meaning, make note book for this purpose, learn grammar rules and practice its usage by solving exercises.

Find out a good English teacher for assessment, it will help you a lot.It is better option, instead of wasting your money and time in the courses.

I would strongly recommend this dear; as per my personal experience. My teacher had recommended IR in Quaid i Azam University for CSS; unable to got admission in that department, I went for Defense & Strategic Studies although everybody I consulted there suggested me to go for Anthropology (for job perspective). N this has really helped me a lot to qualify this exam and I personally feel that had I not got myself enrolled there; I could have never ever been able to qualify this. But again it depends upon person to person..

. If CSS is your ultimate objective, like me, go for Political Science, IR, Defense & Strategic Studies, History, Pakistan Studies in the preference order (personal suggestion; explore your own options) in QAU. Because these studies help you in your capacity building and you would not need further studies or any academy for preparation. Further there is a course of English Language Proficiency in first semester in every department to improve English.

. There might be limited job scope with IR, DSS and History, so I have put the Political Science in first preference. But its all about capacity building. Many of my friends from these departments write for Jahangir's World Times Series and Weekly Pulse, among others. N the people consult these for preparation; so guess the difference! But it again varies from person to person, so analyze your options yourself.

. Then I would second Mano g for English proficiency; but it again depends upon the environment and these departments of QAU provide you with such a learned environment, but only if you are sincere with your objective..!

. If you go for these departments, I would strongly recommend you to read some books about Pakistan history beforehand as it would help you to improve yourself there. You might be blank and feel yourself stupid, otherwise. Shahab Nama, Abdul Sattar's Pakistan's Foreign Policy and Hasan Askari's Military, State and Society would be of great help in this regard.

. With this educational background; you would also have better chances for ISI, IB, PMS and other competitive exams.

To sum up, I would strongly recommend these departments of QAU if CSS is your passion. But commitment is the pre-condition!

Best
