Some Points On Bureaucracy
It is a system of authority, men, offices, and methods that goverment utilizes to carry out its programms
1. Max Weber, the German sociologist, principally developed the organization definition of bureacracy. 2. the definition of bureacracy,according to Peter M.Blue "institutionalized strategies for the achievement of administrative objective by the concerned efforts of many officials" 3.bureacracy is an impermeable and complex hierarchy, its emphasis being on the principles of organisation, recruitment, education,training, condition of service, rule of business and so on technically 4. Politically, bureacracy is a form of government with officials, either acting as rules themselves or co-existing with elected executives, but connected conceptually in all cases with the exercise of authority as a member of a class of power elites. 5.Many theorists have spoken about the charecteristics of bureacracy, but Max Weber's opinion is the most valuable as he has constituted an ideal type of bureacracy possesing many characteristics. 6. the aspect which involves the division of labour, heirarchy and written rules is called Structural. 7. after the withdrawal of British government in 1947 , the successor states had to depend wholly on the civil service. 8. APUG stands for "ALL PAKISTAN UNIFIED GRADES" 9. The military began to penetrate into the bureacracy during the era of AYUB KHAN 10. during Zia's regime 10% of all posts, at every level, were being filled by army officers, whether in service or ex-service personnel, by the principle of Lateral Entry. 11.the first decade ofPakistan's history, bureaucracy was dedicated and worked hard for the development & progress of the country from 1947-1957 12.a tool of corruption among the bureacracy of pakistan,which means the blind following of formal rules and regulations red-tapism 13.the bureacracy of pakistan has assumed an autocratic manner. 14. the existence of administrative courts in which citizens can seek redress of corrupt bureacratic behaviour is one possibility which has been propesed by Chief Justice Cornelius 15.the auhority of pakistan bureacracy's is not limited to official duties 16.some of the bureaucrats are blind followers of rules & regulations, which reasults in delay & red-tapism 17.Pakistan's bureaucrats are generalist administrators &they are not specialist in this field 18.the author of "Personnel Administration by Objectives,1971" is Odiorne 19.bureaucracy is a kind of formal organization 20.Webster said ,"bureauracy is a system in admistration marked by constant striving for increased funcutions &powers,by lack of initiative &flexebility by indifference to human needs &public openion & by tendency to defer decissions to superiors & to impede with red-tape . 21.in the social mechanism that maximizes efficiency in administration is the concept of Max Weber 22. DEFECTS IN BUREAUCRACY: a) red-tapism b) formalism c).despotism d).excessive bureaucratic e).self-aggrandizement f) instability of organisation g).aloofness h).Nepotism i)favourtisim 23.CHARACTERISTICS: 1.rigid pattern of ranks 2.dichotomy of line & staff 24.The bureaucracy of pakistan has the secretariat system 25.The government of Pakistan has a ministeial form of organization under the constitution of 1973 26.bureaucracy also played very important role in framing the contitution of Pakistan of 1956 27.A report entitled "Report on Pay & Chief Service Comission (1956-1962) wasa prepared by Chief Justice Carnelins 28.The subject-matter of public administration is primarily concerned with execution of public policy 29.The term beaureaucracy refers to public service 30.Personal Management deals with organization of human resources 31.The first experiment of the Human Relations school of thought was conducted by Elton Mayo 32.The author of "Ethics and Expediency in Personnel Management: A Critical History of Personnel Philosophy" is Milton, C.R 33.The author of "Public Personnel Management:Contexts & Strategies" is Klinger, D.E.
