Article 51-A of the Indian Constitution?????
Article 51-A of the Indian Constitution enumerates Fundamental Duties of its citizens. Do you think it is a useless piece of drafting which can never be enforced?

True, it cannot be enforced as it is not judicable, pretty much like the directive principles of state policy. However, to call it a "useless piece of drafting" is to go a bit too far. Its inclusion in the constitution does serve some purpose. It lays down the principles regarding the Indian ideal of a citizen. It describes the aspirations that every Indian citizen should be imbued with. It provides common goals and objectives that every citizen is supposed to strive for and, hence, it hopes to provide a common sense of direction to all its citizens.
Thus, not a useless piece of drafting.
