The jurisdiction of ICJ is based on the concept of consent. When two or more states agree that they have an issue and they should pursue that in the international court of justice only then it can be pursued on this forum. In this first sort the decisions and rulings are binding upon the States that submit their consent beforehand.

Similarly another jurisdiction is the role that ICJ plays as an advisory institute. Which means that on pertinent issues of International Law which are usually done at the request of UN bodies, it gives advise and plays an advisory or sort of opinion role and I guess these are non-binding upon the parties.

In first case I guess mostly the States are parties. I mean the one where State are at contention and after taking consent the UN plays its jurisdiction. (Jurisdiction in case of contention)

And in second the parties can be any body. International trade associations, bodies, state institutions having some transnational issues across the borders and stuff like that. (Advisory Jurisdiction)

This is all from my side. But of course there is a lot more details and technicalities to this issue of jurisdiction of ICJ. Hope others will come up with more points and details.Thank you.
