A short answer to your question is, no; the power to repudiate a marriage lies with the husband only. However, there are instances where a marriage can be rescinded through mutual consent. i.e Khula, Mubaraat and Tafweez.

As for the second part of your question, Divorce under Islamic law is the exclusive right of a Mahomedan male while there are certain (nine to be exact) grounds for the dissolution of marriage, as provided in the DOMM act of 1939, whereby a woman can request the dissolution of her marriage.
