Now you must have read it somewhere in Islamic law book or in some Article. It is a common law term used for Unclaimed property. Ownerless property for example if a person dies and has no heirs and also does not gift it during his life or does not dispose it any other way, such property would be ownerless, this property will be transfered to State automatically. now this situation is known as Escheat.
