Few of the aspirants,I believe, failed to comprehend the gist of the prećis.The passage was all about the features of the town "QUALLA BOUNDARY".All other details were trivial and must have been left out. So,the titles such as A Trip To Cherokee Or Fragrant Memories would be wrong. The title should simply be "QUALLA BOUNDARY".
One of my teachers told me that the title is repeated a lot of times in the passage. In the passage,QUALLA BOUNDARY was repeated many times and the writer was just talking about this town.

you may be right but the title should be based on the the theme of a precise. The writer in this particular passage wanted to visit a serene place. He thus visited Cherokee. Cherokee amused him more than what he desired. And that's all

TITLE: A Trip To Cherokee
Cherokee is a region in the state of Oklahoma. Its town Qualla boundary offers many attractions for the tourists. The indigenous people have preserved ancient Indian lifestyle. There are some souvenir shops in the town as well where traditional hats and tents can be found. During off season when there are few tourists they organize a festival called bingo weekend every Friday afternoon where there are many games for the people. It is another source of income for the people. Qualla boundary also has a museum where traditional artefacts such as hand woven oak baskets and sculptures of animals are on display.

I fear 3rd person can be penalized not the first one. If you use the writer said again and again the precise would not remain a precise but an explanation. This is a trick effectively has been played by the paper setter.

In the grammar books and national/international teachers that I have consulted so far, I have found overwhelming support for the 'precis in third person' rule. Moreover, the online solution for this passage is actually a summary, not a precis. Yet, I know that some people here have cited counterarguments as well.

The gist of the matter is that the decision now depends upon the CSS examiner. If he really awards marks for mechanical sections, there may be hope despite this controversy?

Also find (temporary) solace in the fact that a difficult paper (may be) marked leniently. Maybe, just maybe...
