I Think you didnt remember the question. The Q was : What was the first mosque built in MADINA after arrival of PROPHET (P B U H).

QUBA was built in MADINA after His (SAW) arrival. The place was called QUBA where the mosque was built, hence Mosque Quba.

Tafseer bil rai is interpretation of Quran through reasoning. Ijtihad is the answer.
