Default what is red tapism in bureaucracy

Any ideas regarding red tapism in bureaucray ?????????? Kindly throw light on it

Red tape-ism is that if you go to A.C for some work. He tells you go to D.C.O with sweets. D.C.O in turn tells you to get reference from some MPA/MNA. MPA tells you go to relevant Secretary.
Red tape-ism ends here by definition. But it's Pakistani version goes little further.
The secretary insults you and tells that go to A.C. I'm now here sitting for your petty and non-sense things. Calls to your respective A.C to carry out your work. You go to the same A.C and find out that he had equal authority to do your work but just to fulfill few unnecessary regulations and sometimes to come in the eyes of his bosses, he delayed your work.

Same is applied when you have to do some work in our Universities. They tell you...Take a form to fill your details. Take another form called challan form. Attach attested documents with form. Go to fee office see any pending arrears and have stamp from them. Go to institution and have a stamp of dean or director. Go to hostel warden, have a stamp.
You reach Dean office. He is on vacations. You go to Bank, it's closed or a long queue. You go to hostel warden, he is unavailable as well...And finally after burning your hundred litres of blood and calories, you get your work done.
On the other hand, if you have a reference, the same process is ended at the initial process sometimes. "Tussi Faram menu de deo, kam ho jae ga". Prettiness of a girl is equivalent to good reference as well sometimes. haha

So,this type of unnecessary paper work and procedures is called red-tapism.

Red tapism is a phenomenon of keeping files for a long period of time without any clear reason.red tapism is actually a red tape which is wrapped around a file by the authorities n once the tape is wrapped up, the file goes into cold storage n no further process is being undertaken over that file.
simply the undue delay in operating of a file(relating to any matter) is rep tapism
