Common man does not know basics of law and his fundamental rights! The selected local body representatives are here again feudals and deliquents! But the diffrential character of local govt. failures is less or no accountibility by respective body or public or by fedral and provincial government when they are not doing good themself how can they pressure other! :-|

Do you preface local govt ? If yes, then why?

I myself like this system because it is divided into District, Tehsil & UCs, from upper to lower bodies in locality, but what measures should be taken to redress it so that this system can work realistically to bring about a postie change. This is the best system, because in it, people are having immense strength who decide what they are in need of and what kind of development are to be commenced. In this system, if we elect the best representations, the best Nazims, Naib Nazim and Counselors, then it might be a good administration to solve the local problems.

in my opinion the biggest reason for failure of local governments is that they are not given their due powers to work. the federal and provincial governments try to keep powers in their hands instead of passing them on to lower level. further they create difficulties for them by not providing them the required finances. Also the affiliation with political parties (which should be a positive aspect) becomes a negative aspect in Pakistan as parties decide how the elected persons would work so that the party gets favoured. real devolution of power with least impediments is the only way which can make the local government system successful

Due to lack of power , authority, and dearth of sufficient funds . So when they get elected, they are ruled by federal or provincial government. In Pakistan KP government take a good step by allocating 1/3rd of provincial govt funds to local Government.
