Default Civil Service Reforms in the offing

PM has sough a comprehensive briefing on civil service reforms and it may culminate into:
● Creation of three new professional cadres-- engineering, energy, legal-- to be filled with officials having a professional background
● Minimum requirement for civil service examination be raised to 16 years from 14 years of education and subsequent increase in age limit for entry into the service
● Introduction of a system of promotions and remuneration raises based on key performance indicators (KPIs) instead of seniority.

The first phase of reforms is to be completed in three years and then it will move on to next stage.

Had there been a credible governance and political system, it would have been a praise worthy initiative but we all know how it works... they are trying to run bureaucracy on the lines of police by promoting nepotism and cronyism
