Not really. A major catch is that the National assembly in the Center has the power to veto any bill passed by a provincial assembly by a simple majority. Logically, majority in the NA resides with Punjab, the largest province. So by virtue of majority vote, a PA bill can be overridden and the same old issue of a larger province eating away the rights of smaller ones persists.

Secondly, abolishing the Concurrent list hasnt been of much help either. It has now been handed over to the provinces. We need to look at the subjects within the concurrent list for this. It includes relatively minor issues which have nothing to do with increasing the power of provinces and self-determination as such. Eg, Wills, intestacy, civil n criminal law procedure, marriage, divorce, family issues, contracts, property issues, health, ammo, population issues, electricity, auqaf, monuments etc. The subjects that would actually yield more power for the units usually are trade, commerce, ports, energy, money markets, corporations, import export, development and planning etc. In Federations like USA, Australia, Austria, Germany, all the later subjects with less or more variation rest with the units.
