No.It can create discrimination between provinces.And our bogus degree holder politicians will use this institution too for their own purpose.They will sale the scholarships to their disciples. Only those henchmen can take benefit, who are the supporters and voters of them.They will also destroy the whole GAT/NAT Merit system for admissions and scholarships.These all politicians haven't any interest for our higher education and prosperity of this nation.In all over the world Education system is under the federal Government.But why they are turning this institution to the provinces? Just for their fake degrees!

Every matter has two side, as very well said that a picture had two side... from the govermental perspective and constitutional reform called 18th ammendment every commition such as HEC should be transfered to provencis however scholers are oposing it for the three reasons one is that if pakistan develop an institutionalized body which help pakistani's prove their abilities in research it should be continued. and second one is that it will create dual level also R&D like we are observing at school level and it will again create problem for aspirent of research beacuse every provience had different level of education, and we already facing a lot with diffrent educational standard with private and public educational institutions and third and most important aspect of issue is provision and distribution of budget towards the commision, beacuse it is felt that it wouldnt be on marit. (some provience will get more and some get less (may be))... however this is called to be a personal approach towards an issue. every is dealing with their own perspective.

If devolution of HEC under 18th amendment is legal then other federal laws can also be dismantled and their responsibility can be transferred to Provisional government. For example laws of criminal and civil procedures, laws of marriages and divorce even the department of electricity supply can also be provisional. It does not seem logical... So how the devolution of HEC can be logical? Conclusion HEC has really done great job in establishing educational standards. But it failed to establish equality among provinces. Punjab is getting most benefit out of it and KyberPakhtunkhan the least. Although individual educational situation of each province improved to a significant degree. Overall HEC has done more good than Harm. Demise of such a prestigious institution may lead Pakistan 10 years back in educational field... |

Not Right...!
Government wants to ‘punish’ HEC for its right, moral and strict stance over degree verification process of MNAs and MPAs. This is a politically motivated decision showing ill-wills nefariousness of fake degree-holders lawmakers .
Government is trying to befool the people on the pretext of 18th Amendment and even does not want to let them know that the amendment provides full protection to functions and powers of HEC.
