Haarp - a weapon ?

HAARP is short for High Frequency Active Auroral Research Program. USA is accused of using it as a weapon and It's very Interesting. I saw a documentary about this on history channel..This weapon certanly has SOME potential..

Some potential, no doubt. But the question is can it do some massive destruction like the USA is currently being accused of? I think it's possible but again I've not yet seen any scientific evidence for it on a higher level. It can do things on a lower level which has been proven but on such a big level, do you think It's possible? If yes, then why?

HAARP may have the potential of being a dangerous weapon, I dont know, but I feel at the moment it is serving the purpose of psychological weapon only . If it was for real than a race for acquiring this technology among many nations would have commenced by now, and also if it had that much potential as it is speculated to have than atleast whole of parts of Afghanistan would have either drowned or turned green before American withdrawal .

What if great and powerful nations are already under the cover trying to acquire and develop this technology? We will know nothing unless some insider comes out with a story.
