Quota system in C.S.S
 
"It is also a verdict on the part of Pakistan's bureaucracy that it is recruited on the basis of merit following the Max Weber's model but in practice the merit criteria is violated when the Establishment Division, Government of Pakistan allocates posts to successful candidates on the basis of quota. By this system some times a candidate who is at the bottom of the list might be allotted a good post while the candidate who is better in position might not be offered a seat in C.S.S"

The quotas in C.S.S are violation of merit as i have personal experience that people having 60 marks less than me were allocated just because they belonged to some other province. This is sheer injustice. Its really heart breaking to see that a person having merit number 480 is allocated and some one having 190 merit number is not allocated at all. Now a person who is born in Punjab or Balochistan is not his or her fault. The competition must be open and free and fair. People reach the echelons of power taking help of these quotas. It is appealed to Chief Justice of Pakistan to take notice of this. It would be far better for people like us to just simply go to Sindh and get a domicile there and then get a seat in CSS easily. The system had to be free and fair but i feel that is not the case.

but brother other provinces attach some serious and valid reasons in support of the quota system. if this system of quota-based allocations is repealed, the inter-provinces issue will surely resurface yet again and punjab would seem to dominate the allocations list.in this case the worst victims of this contortion would be the candidates from Balochistan and Sindh. u may be sitting in Punjab and just thinking about the multifaceted problems and issues being faced by these two provinces in an idle mood in ur room, but the impact of these problems and crises is far more beyond than that. due to law and order situation in balochistan, the CSPs from other provinces are not ready to serve in Balochistan even on double-salary packages. in this situation, only the indigenous CSPs, who have their stakes in the province, go to serve their people. it is just one of the many issues.

but brother, even then, i feel that u have performed brilliantly and there must be some space for you in the bureaucratic setup. there are many such affectees like you. i suggest FPSC to find some way out to redress the grievances of the outstanding guys like you.

Well the indigenous CSPS should come through open merit system rather than through quotas. People from Baluchistan and sindh have good positions in the top 100 candidates. Let the competition be open and fair. We must not talk about Provincialism. Lets talk about Pakistan. We all are Pakistanis and people from Punjab are also Pakistanis. So there is no issue of provincialism and all that. Things should be decided on merit.

sir do you know what is the background of education in Balochistan, according to the background of education there should be province Quota, candidates from balochistan may not compete with Punjab candidates due to good institutes in Punjab, candidates from balochistan come to Lahore for css preparation and they could not fully prepare because their base is so weak. you can observe my english in this paragraph. so please do not catch the province rights. thanks

Brother it is disappointing to see your result.It is injustice that you have not been able to get your desirable group but this issue is not a new one.Hectic debates on this issue have been made in the past. But quota system is not a full violation of the merit system;it is a partial violation of the merit system because there is open competition on province basis if not on all Pakistan basis.

And brother we understand your feelings because you have undergone the suffering but you also should understand grievances of people of the other provinces.People of Sindh and Baluchistan are alienated and backward in education.If there is open competition on all-pakistan basis,such grievances will further aggravate.There is already insurgency in Baluchistan and this sort of act will further enhance their misery. However,quota system is not a permanent option;it would be discontinued if the backward provinces are at par with the developed provinces in education.

Conclusion is that the partial merit system must be allowed to continue so long as the education standard in all the provinces is uniform.

Education standards are equally poor in Punjab. Perhaps you people have never seen the educational standards in Punjab. I do not think south Punjab is all that good. Merit must be ensured. We are talking about Federal services and we are a federation. So there is no need to talk about provincialism.

@ Aziz lashari.

People from Balochistan come to Lahore for preparation as you have said yourself. Why dont they stay in Balochistan and then compete?? I mean people are applying on Balochistan domicile and study in Lahore and then they acquire seats in CSS. What a mockery of justice.

Quota system is obvious violation of the constitution which says that all the citizens of Pakistan are equal and they must not be discriminated against on any basis.

I agree with shallowwater........why they come here for prepration .. one point strucking in my mind ... the candidates from punjab remain unallocated due to qota system while people with low score got allocation in their favourt group in other provinces.....the policies should be implemented in such a way .......after allocation of the qouta sytem of balochistan .....the candidates from other provinces can serve the baloch people by their own choice..as i knw if i m nt woring its often happend in the history seats in balochistan lying vacant due to lack of competent candidates ..
My main point can be explained as followed

1)After the allocation of baloch candidates
2)Punjabi, sindhi and pathan will have chance to become csp in their repective group
Advantages
Bright people will have chances to be allocated
no vacant seats in balochistan
prosperity of the province
plz guid and suggest for my improvements .....regard:thinking:thinking

Completely agreed with Shallow water n mr server...some one born in punjab it isnt his.her fault..there are three Govts from sindh Z.A Bhutto n her daughter Benazir Bhutto now President zardari..they are doing nothing n had done nothing for their province so is it fault of PUnjab.??
Mr Jamali was PM of Pakistan from baloachistan he did nothing for baloachistan is it fault Of punjab.??
Punjab never asked k HMARA SOOBA ..it always said HMARA PAKISTAn but wt other provinces say v oll knw it....facts ki bat kren gay k bht baten open hn ge mere bhayyo..
now coming towards quota system...css sb ka pora rite hai ye khan ka insaaf hai 190 wale ko allocation na mile n 300 wale ko mil jaye sirf is behalf pe he falls under quota system..agr aesa hai i would love to go for other province's domicile ta k main bhi allocate ho jaon.

jub dekho PAANI ka mater ho, division ka mater ho sb kuch pubjab de ..yar logo kuch khyal kro kuch is mulk hamre PAKISTAN k liye bhi socho..
