it regarded as having dual nature of personality
. say sth else and do sth else.

today i had discussion with a colleague, he referred a senior officer as, "he is typical bureaucrat" i said what does it mean? He replied, diplomat, says yes but do not fulfill his words, only give response to superiors including political goss and equal ranks. :D

The same comments would never had appeared if we were able so enough to be a country having pure bureaucracy !!!!!!
