All Police Stations in punjab have a "Gulloo Butt" and no PS can work smoothly without this type of character. He is the bridge between Police and criminals who finance the expenditures of Police officers, and provide many other useful services. Look at ASP (on TV channels) Model Town, how he is patting the Gulloo Butt when he finished his job of breaking cars of citizens.
